Since different dimension cannot be added, hence it has to be same.
$$2 mt + 3$$ seconds cannot be added. 
While 2 quantities to be multiplied may have different dimension. 
$$ x = v\times t$$
$${L^{1}} = LT^{-1}\times T^{1} = {L}^{1}$$
Hence, option A is correct.
