If $$x=a+b$$
Let $$\triangle a$$ and $$\triangle b$$ be the absolute error in a & b
respectively.
Let error in x be $$\triangle x$$  $$x=a+b$$
maximum possible value of $$\triangle x=\triangle a+\triangle b$$
Relative error 1 $$\dfrac{\triangle x}{x}=\dfrac{\triangle a+\triangle b}{a+b}$$
Percentage of error $$\dfrac{\triangle x}{x}\%= \left[\left(\dfrac{\triangle a+\triangle b}{a+b}\right)100\right]\%$$
