The measurement of any physical quantity by any measuring instrument contains some uncertainity, this uncertainity is called error.

Here the uncertainity digit is $$0.1$$

So the length can be $$9.9, 10.0\, or\, 10.1...$$

Taking average value, we get $$10.0$$

Now we can calculate the percentage error as,

$$Percentage\,error=\dfrac{Uncertainity \,digit}{Average\,value}\times 100$$

$$=\dfrac{0.1}{10}\times 100=1 \%$$

The error value can be positive or negative. So,

Approximate error $$=\pm 1\%$$
